Overview of Holistic Progress Card

The Holistic Progress Card (HPC) seeks to provide a comprehensive descriptive system for reporting students' progress in alignment with the National Curriculum Framework - Foundational Stage (NCF-FS). It assesses students’ development across three core abilities - Awareness, Sensitivity, and Creativity - using three performance descriptors: StreamMountain, and Sky.

The HPC urges schools and educators to adopt an innovative and holistic approach to teaching and learning at the Preparatory and Primary Stages. It promotes the integration of toy-based pedagogy, art-integrated learning, sports-integrated learning, experiential learning, and the development of critical thinking and problem-solving skills. This approach aims to empower students as active participants in their own learning journey.

The Primary version of the HPC, contextualized as per State norms, has been specifically designed for Classes I to V and includes the following components:

ORDER: 

In the reference 8th read above, Government have issued orders for sanction of DA @ 3.64%, due from 01.01.2024 to the employees of State Government and also ordered to pay the arrears from 01.01.2024 to 30.09.2025 at the time of their exit from Government Service. 

2. Government after careful consideration of the entire matter and keeping in view of the welfare of the employees, have decided to pay the arrears for the employees as detailed below: 

  A. 10% of the arrears to be paid in April 2026. 

    i. For the OPS employees, arrears will be credited to General Provident Fund (GPF) account. 

    ii. For the CPS employees, including PTD employees who have opted CPS and governed by the CPS, the arrears will be paid duly crediting the 10% of the arrear amount to the PRAN accounts of the individuals along with the Government share as per G.O.Ms.No.250, Finance (Pen. I) Department, dated 06-09-2012. 

    iii. For EPF-95 employees, the arrears of DA shall be calculated as per the rules governed by the EPS-95 and paid accordingly. 

  B. The remaining 90% to be paid in three equal installments in the months of August 2026, November 2026 and February 2027, as detailed below: 

    i. For the OPS employees, amount will be credited to General Provident Fund (GPF) account.

    ii. 3. For the CPS employees including PTD employees who have opted CPS and governed by the CPS, the amount will be paid in cash. 

    iii. For EPF-95 employees, the arrears of DA shall be calculated as per the rules governed by the EPS-95 and paid accordingly. 

3. Accordingly, Government hereby orders to amend the orders issued in Para 11 of reference 8th read above.

ORDER:

In the reference 1st read above, Government have issued comprehensive orders, for Revision of Pay Scales, 2022 for the employees of Government of Andhra Pradesh.

2. In the reference 2nd read above, Government have issued orders for release of Dearness Allowance (DA) for the period from 01-07-2019 to 31-12-2021 for the Employees of Government of Andhra Pradesh.

3. In the reference 3rdread above, Government have issued orders for release Dearness Allowance (DA) in respect of Employees of the Government of Andhra Pradesh, who are drawing their pay in the Revised UGC Pay Scales, 2006.

4. In the references 4th to 7thread above, Government have issued orders for release of Dearness Allowance (DA) from 20.02% to 33.67% with effect from 01-01-2022 to 01.07.2023 respectively to the Employees of Government of Andhra Pradesh.

5. Government, hereby orders the revision of Dearness Allowance (DA) for the employees of Government of Andhra Pradesh, from 33.67% to 37.31% of the Basic Pay with effect from 01.01.2024, with an enhancement of 3.64%.

6. The Dearness Allowance sanctioned in the para 5 above shall also be payable to

i. The employees of Zilla Parishads, Mandal Parishads, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samsthas, work charged Establishment, who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2022.

ii. Teaching & Non-Teaching staff of Aided Institutions including Aided Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2022.

iii. Teaching & Non-Teaching staff of all Universities including Acharya NG Ranga Agricultural University, Jawaharlal Nehru Technological University &Dr. YSR Horticultural University who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2022.

7. Government also hereby order the revision of Dearness Allowance (DA) rates in respect of State Government employees drawing the Revised UGC Pay Scales, 2006. from 230% to 239% of the Basic Pay with effect from 01-01-2024.

8. The rates of Dearness Allowance (DA) mentioned at Para 7 above are also applicable to:


i. Teaching staff of Government & Aided Affiliated Degree Colleges who are drawing pay in the Revised U.G.C. Pay Scales, 2006.

ii. Teaching staff of the Universities including the A.P. Agricultural University. Jawaharlal Nehru Technological University and Dr. YSR Horticultural University and the Teaching staff of Govt. Polytechnics who are drawing pay in the Revised UGC/AICTE Pay Scales, 2006.

9 Government also hereby order the revision of Dearness Allowance rates in respect of State Government employees drawing the Revised U.G.C. Pay Scales, 2016 from 46% to 50% of the Basic Pay with effect from 01.01.2024.

10. The rates of Dearness Allowance mentioned at Para 9 above, are also applicable to:

i. Teaching staff of Government & Aided Affiliated Degree Colleges who are drawing pay in the Revised U.G.C Pay Scales, 2016.

ii. Teaching staff of the Universities including the A.P. Agricultural University, the Jawaharlal Nehru Technological University & the Dr. YSR Horticulture University and the Teaching staff of Govt. Polytechnics who are drawing pay in the Revised UGC/AICTE Pay Scales, 2016.

11. The Dearness Allowance sanctioned in the above paras, shall be paid in cash with salary of October, 2025 payable in November, 2025. The arrears on account of payment of Dearness Allowance for the period from 01-01-2024 to 30-09-2025 shall be payable to the employees at the time of their exit from Government Service.

12. In the event of death of any employee before the issue of these orders, the legal heir(s) shall be entitled to the arrears of Dearness allowance,

13. The term "Pay for this purpose shall be as defined in FR 9(21)(a) (i).

14. The expenditure on the Dearness Allowance to the employees of Agricultural Market Committees shall be met from their own funds.

15. All Heads of the Departments and Departments of Secretariat are requested to issue suitable instructions to the Drawing and Disbursing Officers under their control and to see that these instructions are followed scrupulously. The Director of Treasuries and Accounts/ Director of State Audit/ Pay & Accounts Officer/ Director of Works and Accounts, Andhra Pradesh, Mangalagiri, Guntur are requested to issue suitable instructions to their subordinate Audit Officers so that these instructions are carefully followed by them.

16. The CEO, APCFSS is directed to incorporate necessary functionalities in the payroll system to calculate the DA arrears and generate due drawn statement to facilitate generation of DA arrears bills bythe Drawing & Disbursing Officers.
