The attention of Class I and Class II officers of A.P.Education Services is invited to the reference 4th cited, and they are informed that detalled instructions were issued regarding the submission of Annual Property Returns (APRs)every year, maintenance of Service Registers of Class I and II at the Head of the Department, sanction of Annual Grade Iherements (AGIs) to RJDSES/DEOs/etc., and leave protocols. However, despite clear instructions being issued to filed level functionaries, the higher authorities have observed that AGIs in respect of certain RJDSEs and DEOs were sanctioned by their DDOS (i.e., ADs concerned).

It has also been noticed that certain filed level officers i.e., RJDSEs and DEOS/DDs,are leaving the headquarters without prior permission and are not informing higher authorities about their leaves, which causes administrative issues. and inconvenience to the higher authorities.

In view of the above, the detailed instructions issued in the reference cited are hereby reiterated.All Class I and Class II Services are hereby strictly instructed to adhere the certain activities. officers of A.P.Education following instructions on

a. Rule 9(7) of the APCS (Conduct) Rules, 1964, every Government employee, other than the member of the Last Grade Service and Record Assistant in the AP General Subordinate Service has to submit to Government a statement of all immovable properties irrespective of its value and movable properties whose value exceeds Rs.1,00,000/-, owned, acquired or inherited by him/her or held by him/her on lease or mortgage, either in his/her own name or in the name of any member of his/her family,in the proforma prescribed (Annexure -1&11 separately) before 15th January of every year invariably through proper channel. Therefore, all are requested to pay personal attention in this matter and submit property statements in the prescribed proforma (Annexure-I&Annexure-II) in triplicate by 15th January, 2022 positively under proper acknowledgement so as to furnish a copy of the statement to the appointing authority (Government) and file a copy in the Service Register of the Government servant and office copy. Necessary action shall also be taken as per Government Circular Memo.No.15486/Ser.C/2007,GA (Sec.C) Dept.,dt.30.07.2007 against those who fail to submit the property declaration statements within the stipulated time.

b. In continuation of instructions issued in CSE Procgs Dt-22.05.2015 &Circular Dt:02.01.2022,the Assistant Directors & Drawing & Disbursing Officers (DDOs)in O/o.RJDSEs and DEOs are strictly instructed to draw increments to Class I and Class II officers of APES only after receiving the sanction orders issued by the Director of School Education, A.P.

c. All Class I and Class II officers of APES are instructed not to leave their headquarters without prior permission from the Director of School Education, A.P. and to avail all types of leaves only with the prior approval of the Director of School Education, A.P.,and also avail CLs with the prior approval of the District Collector under intimation to the Director of School Education, Α.Ρ.

The above instructions shall follow meticulously, if any deviation has been observed or noticed in this regard, stringent action will be initiated as per rules in force.
