Approval of the Registrar General & Census Commissioner of lndia for utilisation of Village & Ward Secretariat staff as Enumerators and Supervisors.

Sub: GA (AR) - Census-2027 - Approval of the Registrar General & Census Commissioner of lndia for utilisation of Village & Ward Secretariat staff as Enumerators and Supervisors - lnstructions to District Collectors and Commissioners of Municipal Corporations, for engaging the VSWS staff - Reg. 

Ref: 

1. Letter No.912912025-CD(Cen)/15, dated 18-12-2025 of the Office of the Registrar General & Census Commissioner of lndia, Census Division, New Delhi. 

2. Govt. Memo N o. 1 00462 1 /GA(ARyC ensus-2027 I 2025, daled 29-12-2025, GA (AR) Department. 

It is informed that the Registrar General & Census Commissioner of lndia, Ministry of Home Affairs, Government of India, vide the reference lst cited (copy enclosed), has examined and agreed to the proposal of the Government of Andhra Pradesh for utilisation of  Village & Ward Secretariat staff as Enumerators and Supervisors for the forthcoming Census-2027, subject to the following conditions: 

i. Complete coverage of houses / households / population without any omission or duplication; 

ii. Quality of data is maintained. 

iii. Confidentiality of the data collected is not compromised. 

iv. Proper supervision of Census operations, considering Census as an exercise of national importance. 

2. The above approval has been communicated to the Principal Secretary to Government, Village & Ward Secretariats / GSWS Department, the Principal Secretary to Government, School Education Department and the Director of Census Operations, Andhra Pradesh, by Government vide reference 2nd cited, for information and for taking further necessary action in coordination with the Directorate of Census Operations, Andhra Pradesh. 

3. ln view of the above, all the District collectors & the Municipal commissioners of (17) Municipal Corporations in the State are hereby permitted to ergage. and utilise the staff of the Village & Ward Secretariats as Enumerators and Supervisors for Census-2027, strictly in accordance with the approval conveyed by the Registrar General & Cenius Commissioner of lndia and the instructions issued by Government. 

4. Further, regarding the exact deployment of the Village & Ward Secretariat staff as Enumerators and Supervisors for the forthcoming Census-2027, the District Collectors & the Municipal Commissioners of (17) Municipal Corporations in the State shall await & follow the further instructions of the Government and Director of Census Operations, Andhra Pradesh.
