In view of the implementation of Presidential Order-2025 and consequent to the organisation of posts into various local cadres in terms of the provisions in the said order, it is necessary to issue orders on operating of rosters, carry-forward vacancies, reservation to the local candidates in direct recruitment and promotions.
2. The GAD (Services & HRM) has prepared a draft G.O on the above subject. A copy of the draft is enclosed.
3. The Spl. Chief Secretaries/Principal Secretaries/Secretaries to Government and all the Head of the Departments are requested to furnish their remarks /suggestions/amendments to the proposed draft G.O by Monday i.e 03.08.2026, 5:00 PM to mail ID: gadservicesd@gmail.com.

ORDER:
In the reference read above, the State Government has republished the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025 (hereinafter referred to as the "Presidential Order, 2025") in the Andhra Pradesh Gazette.
2. Consequent to the organization of local cadres as Districts, contiguous Districts, Zones, contiguous Zones, and Multi-Zonal cadres in each Department in terms of the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025, the units of appointment for various categories of posts have undergone changes. Certain State cadre posts, such as Deputy Collectors, Deputy Superintendents of Police, etc., have now been organized as Multi-Zonal cadres. Similarly, certain State cadre posts have now been organized as Zonal cadres, while others have changed from Zonal to Multi-Zonal, or District to Zonal cadres.
3. Government, to ensure uniform implementation across all organizations in the State, considers it necessary to issue the following orders regarding the operating of rosters, carry-forward vacancies, reservation to the local candidates in direct recruitment & promotions, consequent to the organisation of posts into various local cadres in terms of the provisions of the Presidential Order, 2025.
3.1 Separate Units: Upon the organization of posts, all Districts, contiguous Districts, Zones, contiguous Zones and Multi-Zones shall constitute separate units for the purpose of appointment, discharge, promotion, seniority, transfers, and other matters for each category of posts in each department.
3.2 Separate Reservation Rosters: Each of the above units shall operate separate reservation rosters for the purpose of (i) direct recruitment & (ii) promotions, in terms of Rule 22 of the Andhra Pradesh State and Subordinate Service Rules, 1996.
3.3 Continuation of the Existing Rosters/Fresh Rosters: The appointing authorities shall follow the method specified below in continuing the existing rosters or opening the fresh rosters for each local cadre in each unit in the State:-
(a) Offices/Units where the existing roster shall continue: In the following offices, the reservation roster shall continue from the roster point immediately following the last appointment made in the unit:
(i) Exempted offices (E.O.) under para 14 of Presidential Order, 2025:
(a) Andhra Pradesh Secretariat;
(b) Office of the Head of a Department;
(c) A special office or Establishment;
(d) State-level office or institution;
(e) Police post in the Commissionerate located in the Capital area.

(ii) Erstwhile District, which has now became residuary District for the category of posts organised as District cadre.
(iii) Erstwhile Zone, which has now became residuary Zone for the category of posts organised as Zone Cadre. i.e. Zone-I, Zone-III, Zone-IV, Zone-VI.
(iv) Category of posts which are above Multi Zone cadre & is respect of which the feeder category is also above Multi-Zone cadre.
(b) Offices/ Units where a fresh roster shall start: In the following offices, the reservation roster shall start afresh from roster point one (1):
(i) New District/s formed out of erstwhile district for the category of posts organised as district cadre.
(ii) New Zone formed out of the erstwhile Zone for the category of posts organised as zone cadre i.e. Zone-II and Zone-V.
(iii) Multi Zone-I and Multi Zone-II separately for the category of posts organised as Multi zone cadre.
(iv) Contiguous Districts/contiguous Zone separately for the category of posts organised as contiguous District cadre and contiguous Zone cadre respectively.
(v) Posts where the local cadre changes due to reorganization i.e., from State cadre to Multi-Zone cadre, State cadre to Zone cadre, Zone cadre to Multi-Zone cadre, Multi-Zone cadre to Zone cadre, and District cadre to Zone cadre.
3.4 Feeder Category rotation Cycle: Where the feeder units or appointing units have undergone changes under the reorganization as per the Presidential Order, 2025, the prescribed rotation or ratio shall commence afresh for each newly constituted local cadre.
3.5 Distribution of Carry-Forward Vacancies:
(i) The carry-forward vacancies reserved for Scheduled Castes (Group-I, Group-II, and Group-III), Scheduled Tribes, Backward Classes, and Economically Weaker Sections for which carry-forward is permissible under the AP State and Subordinate Service Rules, 1996, remaining unfilled in the erstwhile unit immediately before the organization of the new local cadres, shall be distributed among the newly organized local cadres. This distribution shall be proportionate to the sanctioned cadre strength of each newly organized local cadre. The carry-forward vacancies so apportioned shall be filled in accordance with Rule 22 of the AP State and Subordinate Service Rules, 1996.
(ii) Carry-forward vacancies arising after the organization of the Local Cadres shall be maintained and operated independently within each local cadre in each Department.
3.6 Maintenance of Reservation Rosters:- Every appointing authority shall maintain separate reservation rosters for the purpose of (i) direct recruitment and (ii) promotion for each local cadre at the District, contiguous District, Zone, contiguous Zone, and Multi-Zone levels, as the case may be, following the organization of local cadres.
3.7 Reservation in the Matter of Direct Recruitment: In the matter of direct recruitment to any local cadre of District, contiguous District, Zonal, contiguous Zonal, and Multi-Zonal cadres under the State Government or any local authority for any category of post, ninety-five percent (95%) of the posts shall be reserved in favour of the local candidates in relation to the local area of such cadre. Reservation of ninety-five percent (95%) of the posts shall also be applicable to
the local candidates in respect of any category of Non-gazetted posts at District level for which direct recruitment is specified and declared as not expedient to be organised under Para 3(7) of the Presidential Order, 2025. A candidate for direct recruitment to any post shall be regarded as a local candidate in relation to a local area, as specified in paragraph 7 of the Presidential Order, 2025. However, at least one post shall be left unreserved out of the posts filled by direct recruitment. Furthermore, as far as possible, at least one post shall be allocated for the local candidate in respect of each local area.
3.8 Calculation of Vacancies for the Purpose of Direct Recruitment: Consequent to the organization of local cadres under the Presidential Order, 2025, the appointing authorities shall determine the cadre strength & assess the vacancies separately for each category of posts in each District, contiguous District, Zonal, contiguous Zonal, and Multi-Zonal local cadre, as the case may be, as per Rule 4 of Andhra Pradesh State and Subordinate Service Rules, 1996, and the relevant Special Rules governing the service.
3.9 Submission of Indents to Recruiting Agencies: Following the finalization of vacancies under each local cadre, the appointing authorities shall prepare the reservation roster separately for each local cadre and identify the vacancies to be filled by direct recruitment. Thereafter, after obtaining clearance from Finance Department, separate indents shall be furnished to the Andhra Pradesh Public Service Commission or the respective recruiting agency, as the case may be, indicating the local cadre-wise, category-wise, and reservation-wise break-up of vacancies, duly adhering to the provisions of the Presidential Order, 2025, the Andhra Pradesh State and Subordinate Service Rules, 1996, and instructions issued by the Government from time to time. While transmitting indents to the recruiting agencies, it must be strictly ensured that each indent contains only one category of post.
4. All Special Chief Secretaries, Principal Secretaries, Secretaries, Ex-Officio Secretaries to Government, Heads of Departments, recruiting agencies, and appointing authorities shall take immediate and necessary action to implement these orders accordingly.
