📌 ORDER
In accordance with the provisions of the National Education Policy 2020 for fulfilling needs-based training of teachers, under the aegis of AP-SALT Project, a Training Needs Analysis (TNA) survey needs to be rolled out to all the teachers.
Based on the teacher's interest aligned with their professional development and competencies, courses need to be developed and rolled out. This includes improved coverage under need-based Teacher Training connected to TNA.
The following details are regarding TNA 2025-26 (TNA Year 4) Phase-2 and TNA 2026-27 (TNA Year 5).
📘 Implementation of TNA Year 4 in 2 Phases
Phase 1
The first phase of TNA 2025-26 (TNA Year 4) was completed in the third week of July 2026.
Complex HMs identified 10 teachers from their respective complexes, ensuring representation from both Primary and Secondary levels.

- SGT – Mathematics – 1 teacher
- SGT – EVS – 1 teacher
- SA – Telugu
- SA – Hindi
- SA – English
- SA – Mathematics
- SA – Physical Science
- SA – Biological Science
- SA – Social Studies
Complex HMs shared the Survey Form link with selected teachers and facilitated their participation. Survey findings were analysed along with available Classroom-Based Assessment (CBA) evidence to identify priority areas for teacher professional development.
Phase 2
A survey will be rolled out to all teachers of the state, listing proposed professional development course options to gauge teachers' interest and preferences.
The course options have been identified based on findings of the first phase of TNA at complex level and available CBA evidence across the state.
Each teacher will give their preference for the courses they are interested to take part in.
Complex HMs are expected to orient teachers and support them in completing the survey.
📕 Implementation of TNA Year 5
The Year 5 survey will be rolled out to all teachers of the state covering:
- Implementation and use of new textbooks
- Teacher Handbooks
- Assessments
- Value Education
The survey aims to understand teachers' experiences, challenges and support needs in these areas.

All responses should be entered into the Survey CTO form. The form contains specific questions and must be completed in English by 30 September 2026.
🔄 Flow of TNA Questionnaire
- Submission of basic details.
- Submission of interest for proposed teacher professional development course options offered for teachers from Grades 3 to 10.
- Submission of understanding teachers' experiences, challenges and support needs on implementation and use of new textbooks, Teacher Handbooks, assessments and Value Education resources.
👨🏫 Roles & Responsibilities of Cluster Complex HMs
- Ensure that all primary and secondary teachers within the cluster fill the survey before 30 September 2026.
- In September, non-language teachers and primary teachers are attending the cluster complex meeting on 19 September 2026.
- Language and primary teachers are attending the cluster complex meeting on 26 September 2026.
- All teachers are expected to fill out the survey before 30 September 2026. HMs are entrusted with the responsibility of ensuring and facilitating the same.
📢 Final Instructions
All the Regional Joint Directors of School Education, District Educational Officers and Additional Project Coordinators of Samagra Shiksha in the state are requested to ensure that all teachers in their district submit the Training Needs Analysis (TNA) through Survey CTO from 10 September 2026 to 30 September 2026.
