All the District Education Officers in the state are informed that a s part of the implementation of Year 2 Ground Level Trainings under the Foundational Literacy and Numeracy (FLN) programme the following two (2) TLM activates were taken up in the district.

1. Printing and distribution of Printing Materials:

A. The printing and distribution of FLN training materials was entrusted to the District Common Examinations Board (DCEB) of 13 erstwhile districts to 131 training venues across the State. It is decided to distribute the material to the schools in order to ensure optimal utilization of the already printed Training and Teaching Learning Materials (TLM). Hence, the Secretaries, DCEB of 13 erstwhile districts shall distribute the printed training materials to all the School Complexes in their respective erstwhile districts by 19.12.2025.

B. Distribution to Schools:

The Cluster Complex Heads shall ensure that these printing materials are distributed to all Primary Schools except newly joined teachers schools under their cluster during the cluster meeting (scheduled on Saturday 20.12.2025). The teachers shall take these materials back to their schools for regular classroom use. The kits were already handed over to newly joined teachers in induction trainings.

C. Utilization for FLN Action Plan:

The distributed printing TLM shall be utilized in day-to-day classroom transactions for effective implementation of the 75 Days Guaranteed FLN Action Plan, aimed at improving the learning outcomes of children in Foundational Literacy and Numeracy.

D. Monitoring of Utilization:

All the Mandal Education Officers and Cluster Headmasters (HMs) are requested to closely monitor the effective utilization of these printing materials in all Primary Schools while implementing the 75 Days FLN Action Plan.

II. Handmade TLM Preparation:

A. All the Cluster Complexes have received FLN stationery kit for the preparation of Handmade Teaching Learning Materials (TLM).

B. Cluster complex meeting on Handmade TLM:

All the Mandal Education Officers and Cluster HMs shall ensure that Handmade TLM is prepared by teachers as per timelines during the Cluster Meeting scheduled on 20th December 2025.

C. Support through Training Videos:

Samagra Shiksha, A.P has developed 40 instructional videos demonstrating the preparation of Handmade TLM using the stationery supplied to Cluster Complexes. The Key Resource persons in the cluster shall lead the preparation of TLM by giving guidance as per videos. These videos shall be utilized during cluster meetings for guidance through DIKSHA Platform.

All the teachers are requested to be prepared for watching the above said videos by installing DIKSHA APP in their mobile phones. They are requested to log in to DIKSHA APP using their LEAP APP credentials (SSO login). The login process is explained in video tutorials, which are available DIKSHA ANDHRA YouTube channel. D. Classroom Use of Handmade TLM:

The teachers are requested to carry the Handmade TLM prepared during the cluster meeting back to their respective schools and use the same regularly in classroom to strengthen FLN outcomes.

All the District Education Officers in the state are requested to issue instructions to the DCEBs/Cluster Heads/MEOs and see to complete the said two (2) TLM kits/material distribution to the schools.

ORDER: 

In the reference 1st  read above, the Government have permitted the women employees to avail child care leave for two months viz., sixty days in the entire service to take care of the minor child for rearing or for looking after any other needs of the child during school or college examinations, sickness etc., subject to certain conditions. 

2. In the reference 2nd read above, Child Care leave facility was enhanced from 60 days to 180 days in entire service in a maximum of three spells in respect of women employees. Further, vide reference 2nd read above, the same facility was extended to “single” male employees (unmarried / widower / divorcee) duly following the other conditions mentioned in G.O.1st read above. 

3. In the reference 3rd read above, the maximum spells to avail the eligible Child Care Leave of 180 days was modified to that of 10 spells in the entire service. Further, vide reference 3rd  read above, for those who have already availed the eligible period of 60 days or part of 60 days, the extended period may also be availed within the spells of a maximum 10 excluding the spells already availed, from the date of issue of reference 2nd  read above in both the cases. 

4. In the reference 4th  read above, Government have removed the upper age limit and permitted all women Government employees to avail prescribed child care leave facility in their service and before retirement to take care of the minor child for rearing or for looking after any other needs of the child during school or college examinations, sickness etc., subject to conditions specified in the reference 1st to 3rd read above and mentioned that the Finance Department shall issue necessary further orders in the matter accordingly.  

5. After careful examination of the matter, the Government hereby permits women employees and single male employees to avail the Child Care Leave facility during their entire period of service, by removing the upper age limit of the children, including differently-abled children, subject to the other eligibility conditions stipulated in the Government Orders mentioned above. 

6. These orders shall come into force with effect from the date of issue of these orders.

ORDER:

In the reference 1st read above, the G.A(SW) Department have communicated the Minutes of the Meeting held by the Hon'ble Chief Minister of Andhra Pradesh, at Chief Minister's Camp Office, Amaravati at 5.30 pm on 18.10.2025 with the Group of Ministers, Secretaries to Government & representatives of Service Associations on employees issues. The Hon’ble Chief Minister ordered to constitute an Official Committee to look into the issues relating to the Employees Health Cards and directed to submit the report to the Government within eight (8) weeks. 

2. In the circumstances reported by the CEO, Dr.NTR Vaidya Seva Trust in the reference 2nd read above, Government, after careful examination of the matter, constitute an Official Committee under chairmanship of Chief Secretary to Government with the following seven (7) members to look into the issues relating to the Employees Health Cards as follows:

HOLIDAYS – General Holidays and Optional Holidays for the year 2026 – Notified.  

GENERAL ADMINISTRATION (POLITICAL.B) DEPARTMENT

ORDER:   

The following Notification shall be published in an Extra-Ordinary issue of A.P. Gazette, dated:04.12.2025. 

NOTIFICATION   

The Government of Andhra Pradesh direct that the days specified in Annexure-I shall be observed as General Holidays by all the State Government offices excluding the holidays falling on Second Saturdays/Sundays shown in Annexure-I(A) and Optional Holidays shown in Annexure-II except the Optional Holidays falling on Second Saturdays/Sundays shown in Annexure-II(A) during the year 2026.  

2. The State Government direct that all the offices under State Government shall remain closed on all Sundays and Second Saturdays in all the months during the year 2026.  

3.  In addition to the above mentioned General Holidays in Annexure-I, the State Government employees may avail themselves of Optional Holidays not exceeding five (5) during the year 2026 on the festivals / occasions specified in Annexure-II to this order at their option and irrespective of the religion to which the festival pertains to. The permission to avail any of these holidays shall be applied for, in writing in advance and shall normally be granted by the Superior Officers competent to grant Casual Leave except when the presence of an individual employee is considered necessary in the exigencies of Government work.   

4.  The Government also direct that General Holidays shall not ipso-facto apply to the Industrial Establishments and Public Sector Undertakings under the control of the State Government, the workmen engaged in Public Works Department and Educational Institutions in the State. Separate orders regarding the festivals/ occasions when these Institutions have to observe holidays shall be issued by the concerned Administrative Department of the Secretariat.   

5.  If there is any change of date in respect of Ramzan, Bakrid, Moharrum and Eid Milad-un-Nabi as per the sighting of the Moon or any other holiday of Hindu festival as well, it shall be announced through electronic/print media.  All the Departments of Secretariat and Heads of Departments and District Collectors shall take action according to such an announcement and without waiting for formal order about the change of date.
